Abstract
It is my pleasure today to report to you on the activities of the Institute's Ad Hoc Committee on Safeguards. This Ad Hoc Committee was established on June 15, 1966, by the Executive Committee of the Institute following the 7th Annual Meeting of the Institute. You may recall that during the 1966 meeting the subject of safeguarding special nuclear materials against unauthorized uses was the principal topic of discussion - and that the highlight of that meeting was an address by Mr. John T. Conway, Executive Director of the Joint Congressional Committee on Atomic Energy concerning \"The Role of Nuclear Materials Management in Policing a Non-Proliferation Agreement. \" In the course of his speech, Mr. Conway said - and I quote: \"The time has clearly arrived, however, for us to carry our thinking well beyond the genera! concepts of international safeguards, and to develop the specific standards and procedures which will be used for safeguarding nuclear facilities and special nuclear material used for civilian purposes. . . \"
