Abstract
This paper emphasizes that far too few safeguards measurements are being made and of too poor a quality and at too high costs, to assure the American public of effective stewardship over nuclear materials. Research and development must be undertaken also by industry and that done by the AEC must be far better conceived and applied. Imputed charge criteria for top management evaluation of nuclear plant managers are proposed to mot ivate industrial safeguarding. Nuclear Materials Managers should also be performance rated. Much more standard-setting should be undertaken by the AEC. Costs of safeguards should be recognized In fully pricing nuclear electricity.
