Abstract
The title of my presentation is \"Updating of the New Look in Safeguards.\" As you well know, the new look in safeguards started a couple of years ago. This new look is characterized by a set of objectives, namely, to depersonalize to the maximum extent possible, possibly through maximum employment of instruments, and to have a proven technically effective and credible system. The system should be inexpensive relative to the cost of material involved and must create minimum interference with normal plant operation. These objectives can be grouped into three major categories of endeavor: material control and accountability practices, surveillance, and containment. Briefly, there is great need to improve the capability to deter diversion and if diversion occurs to detect it promptly.
