Abstract
Last year, I reported to the Institute that the new look in safeguards is characterized by a set of objectives to depersonalize to the fullest extent possible through maximum employment of instruments, and to have a proven technically effective and credible system which would be inexpensive relative to the cost of material involved and would create minimum interference with normal plant operation. These are still our overall objectives and we continue to press in that direction. To accomplish our objectives, we have set the goal of a measured material balance at all installations by a year from now.
