Abstract
IN MY EARLIER PRESENTATIONS BEFORE THIS AND OTHER GROUPS, I HAVE DISCUSSED THE VARIOUS ASPECTS OF OUR RED PROGRAM/ THE DEVELOPMENTS OF CONCERN TO US IN INTERNATIONAL SAFEGUARDS/ SPECIFIC RSD PROJECTS, AND PROJECTS WHICH WERE ORIENTED TOWARD SOLVING SPECIFIC SAFEGUARDS PRODLEMS WHICH PRESENTED THEMSELVES, ALL WITH A VIEW TOWARD PROVIDING A COMPREHENSIVE PICTURE OF OUR SAFEGUARDS PROGRAM, ALTHOUGH I HAVE HERETOFORE MENTIONED OUR EFFORTS TO BRING ALL OF THIS TOGETHER INTO AN OVERALL SYSTEMATIC CONCEPTUAL DESIGN FOR SAFEGUARDS/ I HAVE NOT FOCUSED ON THIS EFFORT, NOR HAVE I CLEARLY DEMONSTRATED THE INTERRELATIONSHIP OF INDIVIDUAL R&D PROJECTS AND AN OVERALL SYSTEMATIC APPROACH TO SAFEGUARDS, IT IS MY INTENTION TODAY TO CONCENTRATE ON DISCUSSING OUR CONCEPTUAL DESIGN EFFORT AND ONLY BRIEFLY MENTION OTHER ASPECTS THAT MIGHT RE OF INTEREST FROM THE STANDPOINT OF A SAFEGUARDS PROGRAM UPDATING AND OVERVIEW, PERHAPS IT WOULD BE BEST IF I BRIEFLY MENTIONED SOME OF THE OVERVIEW ASPECTS AT THIS TIME AND THEN DEVOTE THE REST OF MY TIME TO DISCUSSING OUR CONCEPTUAL DESIGN EFFORTS,
