Abstract
The Department of Safeguards has set up a system of Safeguards Analytical Services which provides to the Divisions of Operations the destructive analytical measurements they require for their independent verification. The paper presents an evaluation of the estimates of the error components observed in Operator-Agency comparisons of destructive analytical data. The quality of the data is generally satisfying, however, some deficiencies which need to be resolved to meet the safeguards goals for the future larger plants for spent fuel reprocessing and plutonium fuel fabrication are described. A comparison of the performance of the measurements system with ESARDA \"Target Values\" points out that the proposed improvements should be achievable with present analytical techniques.
