Abstract
Program protection and management planning within the DOE complex is guided by DOE Orders 5630.11,13, and 14. These Orders describe a planning methodology centered around the development of a Site Safeguards and Security Plan (SSSP) consisting of three volumes — A Master Safeguards and Security Agreement (MSSA), The Facility Descriptions and Operational Plan and, A Resource Plan. Guidance for the development of these documents have been developed and are contained in the SSSP Preparation Guide and the MSSA Verification Guide. The corner stone for these documents is the conduct of an extensive Vulnerability Assessment of the site. The process has proved to be cumbersome in the changing environment that the DOE complex has been experiencing. The analysis required and the document development and approval has been a very lengthy process. To the extent that many facilities have changed missions before completion of their first SSSP. This paper provides some suggestions for a modified approach to the SSSP.
