Abstract
I would like to open ray remarks by adding my welcome to all of you to the Twentieth Annual Meeting of the Institute of Nuclear Materials Management and to add my congratulations to the recipient of the first Distinguished Service Award for outstanding performance in safeguards, (name to be announced). The theme of this conference is the subject of international safeguards. Because of the possible global consequences from a national diversion of nuclear materials, the U.S. is deeply interested in the quality of safeguards around the world and is committed to strengthening the IAEA to accomplish its safeguards mission through the development and application of new technology and methods. Indeed, it is hoped that much of the scientific advancement reported during this conference will be incorporated into the existing international safeguards systems or considered in the planning of future systems.
