Abstract
There is reason to believe that the present NPT safeguards regime is unsatisfactory. Improvement entirely within the present framework of INFCIRC/153 seems questionable. Controlled and well-defined challenge inspection procedures patterned on the Chemical Weapons Convention coupled with inclusion of all NPT member states in the inspection regime offer a promising and universally acceptable extension which would greatly enhance credibility.
