Abstract
Prior to the Gulf War, Canada and several other Member States of the International Atomic Energy Agency (IAEA) were considering means to strengthen the safeguards system. At that time the Atomic Energy Control Board (AECB) of Canada and nuclear industry representatives were exploring means to bring about this strengthening and to improve the efficiency of CANDU safeguards. It should be noted here that the AECB acts as the Canadian State System of Accounting for and Control of nuclear material (SSAC). In the aftermath of the Gulf War, when it became clear that Iraq had been pursuing a clandestine nuclear program, the international community agreed that the safeguards system must be strengthened and made more efficient.
