Abstract
Statistical techniques play a major role in the Agency's safeguards system, for two very good reasons. Statistical calculations make the system largely impers.onal, consistent, and factual, eliminating or at least reducing the possibility that diversion might be alleged based on questionable evidence. They also contribute significantly to the achievement of a consistent and well-understood probability of detection at the least cost and least inconvenience to the facility operator.
