A Positive Effect Of Icp On The Export Control

Abstract

Controlling the export of ITT (Intangible Technologies Transfer) in compliance with the export control of the international regimes such as NSG, MTCR. must not be easy. KAERI (Korea Atomic Energy Research Institute), which is an R&D institute sponsored by the Korean government needs to control all the technologies to be transferred under the domestic laws and regulation related to export control. KAERI applied for an ICP (Internal compliance program) and obtained it from relevant authority, MOTIE at the end of 2018. In an effort to get an ICP, KAERI completed making an inner self-regulation in 2016 and established several evaluation indicators required by relevant authority. Amon them, the most important thing is to give an education and training on the significance of export control for the researchers who intend to export the ITT to foreigners. This paper shows a positive effect of ICP and the environmental change of export control implemented at KAERI, after licensed by the relevant authority of Korean government.
