Abstract
TRACT The development of the nuclear fuel cycle on a world basis has presented serious problems in the control of unauthorized diversion of special nuclear materials. Probably the most serious of these problems are associated with the protection of plutonium, especially at reprocessing plants where large numbers of vehicles and personnel pass in and out of a typical plant. Practical diversion control requires the safe, economical, reliable and rapid monitoring for fissionable materials at all plant exit points.
