Abstract
For many years New York has fostered the idea that there is a role for states in the field of atomic energy and that if this role were properly performed it would undoubtedly work to the advantage both of states and of the nation. Since the first steps to develop the proper role of the State in the field of atomic energy were taken in New York more than six years ago, I am able today to talk not only about \"Plans for New York State\" but also about a program that has been in the process of being attained during the past several years.
