Abstract
France, as a State Party to the INFIRC/274 convention, has embodied measures in its national regulations in order to reflect toe requirements of INFIRC/274. These provide that: Carriers of nuclear material must have a general license for their transportation activities delivered by the ministry for industry. Licensed carriers have sole responsibility for the physical protection of nuclear material during the transportation phase. In particular, carriers must provide the authorities with prior notification describing how each transport operation is to be carried out. Full details transport operation must be provided with additional requirements in the event of subcontracting. As any type in transport taking place in France, a prior notification must be given to the transport control center. For category I and II unirradiated material shipment, the carrier must submit to the ministry a transportation plan for approval which describes all the measures to be implemented in order to ensure a high level of physical protection of the material At anytime ministry can delegate sworn inspectors from its technical support body to carry out a field evaluation f physical protection measures implemented. Specific provisions should be taken in the case of transit.
