Abstract
In 1982 the U.S. Congress passed the Nuclear Waste Policy Act (NWPA) which provided the framework for the management and ultimate disposal of the spent nuclear fuel (SNF) and high level waste (HLW) originating from the commercial power industry. The NWPA also provided for the commingling of wastes generated from both commercial and government activities in a single repository if there were no economic, health and safety, or national security impediments. In 1985, the decision was made that the same Federal repository being developed for disposal of commercial wastes could also be used for the disposal of government generated waste.
