Abstract
The usual loss estimators used for detecting the loss or diversion of special nuclear material are effective only for specific diversion strategies. An alternate detection method is available which provides optimum protection against the unknown diversion strategy by looking at all possible contiguous sequences of balances. A new technique is described for setting alarm limits and defining detector sensitivities for this alternate method. The effectiveness of this method is then compared with several of the conventional loss estimators.
