Abstract
One of the greater challenges facing today's nuclear industry is developing and implementing an insider protection system. Thorough employee background investigations alone do not suffice as the system to assure that the authorized employee does not sabotage the facility. The real difficulties arise when physical or administrative barriers are placed in the operational environment of the plant. People have to be used to control the plant, and usually production is a key priority of management responsibilities. Implementing an insider protection system that provides the least operational impacts and meets the intended safeguards objectives has to be approached with a team attitude by all of management. Operational concerns are some of the most important considerations that must be factored into the insider protection system.
