Nonproliferation and National Security - Striking the Proper Balance

Abstract
The United States (US), in general, and the Department of Energy (DOE), specifically, have years of experience in addressing and implementing programs at operational sites to further nonproliferation goals, while maintaining appropriate national security controls. This paper addresses, from the national security perspective, the sometimes conflicting, but often complementary, considerations in fulfilling US commitments set forth in various bilateral, multilateral and international treaties and agreements to reduce global nonproliferation and increase international confidence in US safeguards and security implementation, while protecting from compromise or unauthorized access, information and other assets not authorized for international release.
