Abstract
Members of the Institute and Guests: I am pleased to have the opportunity to be with you at this, the Instituted 19th Annual Meeting. Safeguards today is a most complex subject and is becoming ever more so. Our safeguards system must protect against the terrorist, theft, and sabotage; it must be capable of defeating an inside conspiracy to steal special nuclear material; it must even withstand the proof of national intent to divert and maximize the risk of detection by any nation taking such action. Safeguards systems implemented to accomplish all of these must also be capable and reliable, and even aid efficient plant operations and effective material management. Safety, health, and environmental provisions must be unhindered and the cost minimized. Obviously, safeguards is no easy task and raises concerns in many areas. The Institute's general theme this year is \"Safeguards and Nonproliferation\" and I will address my comments primarily to that theme. However, it should be remembered that effective safeguards must address the problem in depth and must integrate and bring to bear all resources that are available.
