Abstract
The Republic of Korea concluded an INFCIRC/153 type Safeguards Agreement with the IAEA in 1975. During 1996, the IAEA spent around 270 PDIs (person-days-of-inspection) for 23 nuclear facilities in Korea. The legal authority for all nuclear activities in Korea is primarily based on Atomic Energy Act, revised in 1994 to strengthen the safeguards and physical protection system and measures. The Act authorizes the Government performing national inspection for the nuclear facilities in Korea. In 1996, relevant laws and regulations had been revised and all nuclear facility owners in Korea had submitted their own 'Accounting and Control & Physical Protection Plan' for government approval. 17 Plans for 25 nuclear facilities were approved in January 1997 and national inspection by Ministry of Science and Technology (MOST) will be started from the second half of 1997. Technology Center for Nuclear Control (TCNC) was established in 1994 to assist Government technically on nuclear control matters including safeguards and physical protection.
