Abstract
The keys to cost-effective protection program planning are risk/consequence analysis and budget forecasting. Inaccurate analyses and improperly developed budgets usually lead to costly (labor and other resources) mistakes that are difficult to correct. This paper provides an integrated, common-sense, cost-effective methodology for development of resource protection plans. The methodology facilitates addressing all aspects of risk and consequence analysis and provides a logical means for establishing the priority for allocation of resources. It is presented in three steps for a fictitious facility \"SITE TANGO\" and can accommodate all categories of insiders and outsiders, all adversary acts, and the unique requirements of any operation, site, or facility.
