Abstract
The material accountancy and control procedures for a commercial mixed oxide fuel fabrication facility are described and related to an overall safeguards concept. Dynamic accountancy, based on batch follow-up in the powder and pellet production lines, is supplemented by on-line monitoring, containment/surveillance and destructive and non destructive analysis for independent verification to provide a sensitive and timely diversion detection capability while at the same time maintaining minimum intrusiveness into operation.
