Abstract
The Rocky Flats Environmental technology Site will be installing a prototype Plutonium Stabilization and Packaging System (PuSPS) during fiscal year 1997 and 1998 to process plutonium metal and oxide for interim storage. This process will require control and accounting for category I items and bulk materials. As part of the planning and readiness ofthe system, a material control and accountability plan has been developed to define the accounting process, the material balance equation, material controls, and material surveillance. The details of the plan and progress to date will be presented here. With a similar system planned for installation at several other Department of Energy sites, this plan may be used by them to reduce their planning effort and assist with their implementation.
