LOVER, A LOKAL VERIFICATION SYSTEM FOR CONTAINMENT/SURVEILLANCE INSTRUMENTS IN NUCLEAR FACILITIES

Abstract
The local verification system LOVER was developed at ProCon GnbH, Aachen, within the framework of a research contract of the Ministry of Research and Technology, FRG. The system serves the monitoring of containment and surveillance instruments inside a nuclear facility which has an in-plant central safeguards control room. It possesses a direct tamper-proof information path from the c/s equipments to a monitoring computer in the safeguards control center. This central computer is connected with individual data storage and transmission units (DSTU) via the inplant telephone net work. One DSTU controls the c/s-equipments of one building complex. The LOVER system is capable of identifying, reporting and storing status changes of objects supervised, of the c/s equipments and of the system units itself. The type of status changes may furnish statements in the occurence of alarms, functional failures and manipulation attempts. The actual status of the overall system as well as general information in chronological order can be interrogated and documented by authorized persons at any time.
