Abstract
Mr. Chairman and The Members of the Institute, I would like to thank you for this opportunity to help celebrate your 20th Anniversary and to talk with you about legislation for nuclear proliferation policy and what it may mean for Nuclear Materials Management. What I have to say are my own views and are not to be taken as those of the Congressional Research Service. I wonder how many of you would have thought, in the early days of your pro- fession, that parts of it would become part of a Federal Law intended to reduce the risk of nuclear power contributing to spread of nuclear weapons and the capacity to make them. I speak, of course of the recently enacted Nuclear Nonproliferation Act of 1978.
