Abstract
Good Morning and Greetings to all the Delegates of the Annual Meeting of The Institute for Nuclear Materials Management. I'm indeed sorry that I can't be with you in person today to participate in this Meeting, which is very special in two respects: First, it's the 20th Anniversary of the founding of your excellent organiza- tion, and secondly, the meeting is being held in my home State of Ohio; and in the City of Cincinnati where I have very many friends. The Membership of the INMM has reason to be proud beyond the fact of the Organization's longevity for 20 years. You are the people with responsibilities for, among other things, the development of technical safeguards, and your record in dealing with such problems is a very admirable one. It is certainly no diminution of your accomplishments to say that more needs to be done with respect to Safeguards in the United States and Internationally as well.
