Issues in Sabotage Vulnerability Assessments

Abstract
Recent changes in DOE policy have led to requirements and guidance for conducting more comprehensive, integrated assessments of the risks of radiological and lexicological sabotage. Under the new policy, sites are required to follow an eight step procedure for ranking targets, evaluating release scenarios, and selecting risk reduction options for sabotage events that have off-site or on-site consequences. In this paper, we highlight issues that must be addressed in performing the analysis and suggest some approaches for their resolution. We also outline automated approaches for ranking sabotage targets and for selection of system upgrades.
