ISCN's 10 Year-activities For Strengthening Nuclear Non-proliferation And Nuclear Security And Supporting Denuclearization

Abstract

The Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) was established under the Japan Atomic Energy Agency (JAEA) in December 2010 and is celebrating its 10th anniversary this year. ISCN has been conducting the following activities in the area of nuclear non-proliferation, nuclear security, and denuclearization under collaboration with IAEA, CTBTO, DOE/NNSA, EC-JRC, and other relevant organizations:

  1. Technology development on nuclear non-proliferation and nuclear security,
  2. Human capacity-building support,
  3. Policy research,
  4. Contribution to CTBT global verification regime,
  5. Support for nuclear material transport and management of materials used for research at JAEA facilities, and
  6. Awareness and international contributions.

The paper highlights the achievements of ISCN in the past decade. These are as follows:

  1. Development of nuclear resonance fluorescence (NRF) technique for detection of hidden shielded nuclear material;
  2. Development of active neutron NDA R&D including Differential Die-away Analysis (DDA), Neutron Resonance Transmission Analysis (NRTA), Delayed Gamma-ray Analysis (DGA) and Prompt Gamma-ray Analysis (PGA) for detection and measurement of nuclear material;
  3. Advancement of nuclear forensic technologies;
  4. Capacity-building support activities in the area of nuclear security and nuclear non-proliferation;
  5. Operation of CTBT radionuclide monitoring stations and mobile noble gas measurement systems to improve nuclear test detection capabilities; and
  6. Policy research in nuclear non-proliferation and denuclearization.

In the next decade, ISCN will make a further contribution to strengthen nuclear non-proliferation and nuclear security, and to support denuclearization efforts both in domestic and international arenas while cooperating closely with relevant organizations.
