Abstract
In view of the obligations on all states party to the NPT to establish strict and effective international controls in relation to the elimination of nuclear arsenals, four questions are posed regarding when to begin, what to verify, how to organize the verification and when to rationalize disarmament with non-proliferation obligations. Four measures related to nuclear material controls are described as constituting the elements of such a system, which could be combined with other disarmament-related verification efforts, such as a comprehensive test ban treaty. The four nuclear material controls are international management of Pu/HEU from military inventories, a production cutoff of fissile materials for military use, mandated ceilings on military inventories of Pu/HEU and synchronized reductions, and verification of the dismantling and destruction of warheads.
