Abstract
This past year has not seen the dramatic events in international safeguards which the previous year saw; events such as the formulation of the NPT safeguards system by the 50 nation Safeguards Committee in Vienna, and the signing of the first NPT safeguards agreement. This past year has seen, however, long hours of effort being spent following up on those events; hours in: (1) negotiating individual agreements; (2) working on the detailed subsidiary arrangements; and (3) studying and discussing the procedural details and technical requirements necessary to implement NPT safeguards. I would like to pass on to you this morning some of the highlights of these activities; some of the facts and figures and the role the U.S. has played in international safeguards this past year.
