Abstract
The role of system studies for nuclear material safe- guards was described by Herbert Kouts in a paper presented to the Institute of Nuclear Materials Management at our last year's meeting [l]. Outlined in that paper was the USAEC program for system studies. It consists of analysis performed in the following steps. a) assessment of the safeguards problem and formulation of program goals. b) analysis of the capability of the current methods and identification of weaknesses of these methods. c) development of alternative methods that promise to remove the weaknesses. d) assessment of the assurance provided by these alternative methods. e) development of strategies for implementing the methods and assessment of their costs. This follows the classic pattern of problem-solving in systems studies.
