Abstract
R. N. CHANDA, Session Chairman: Today's panel discussion is the third in a series sponsored by the INMM aimed at bringing important nuclear issues before the public and the industry in an open two-way form of communication. In today's atmosphere of emotional and sometimes sensational stories concerning the nuclear industry in general, and safeguards and proliferation in particular, your Institute is again stepping forward into what some may choose to label a dangerous area. Nevertheless, such an approach is indicative of the maturity of the Institute. Before turning the program over to our Moderator, I would like to point out several program changes. First, under the panel members, one name was inadvertantly left off the program. Dr. Ed Zebroski is Director of Nuclear Systems and Materials at the Electric Power Research Institute. Secondly, Ray Dickeman,President of Exxon Nuclear was not able to be here this afternoon and he will be represented by Dr. Roy Nilson. One further change, one of our reporters, Mr. Llewellen King of ENERGY DAILY was unavoidably detained in London and he will be represented by the Managing Editor of ENERGY DAILY, Richard Myers. I will now turn the program over to our Moderator, Dr. G. Robert Keepin, Vice Chairman of the Institute, Nuclear Safeguards Program Director at Los Alamos Scientific Laboratory, and an early leader in safeguards instrumentation development and instrumentation.
