Abstract
Measures for the programme for \"Strengthening the Effectiveness and Improving the Efficiency of the Safeguards System\", generally referred to as the Agency's Programme 93+2, Part 1, were approved in 1995. It is now the task of Safeguards Operations, with the help from support staff, to turn the strengthening concepts into safeguards reality. The presentation addresses some of the measures implemented or foreseen for immediate implementation and some of the problems encountered during the early implementation process. Among the measures discussed will be the environmental sampling at certain safeguarded facilities, the application of no-notice inspections, and the use of broader information for nuclear facilities in countries with comprehensive safeguards agreements.
