IAEA SAFEGUARDS CRITERIA 1991-1995: WHERE DO THEY STAND IN 1996?

Abstract
The IAEA put into effect a comprehensive set of Safeguards Criteria in January 1991 for application in the period 1991-1995. These Criteria have now been used for five years by the IAEA for the implementation of safeguards under all types of safeguards agreements, and for the annual evaluation of safeguards performance. The Criteria have been serving well their fimctions as both implementation and evaluation criteria. The period of application of the Criteria has been extended through 1997. Changes made in the Criteria to take account of the experience and of new developments in the areas of light water reactors, Dual CR, zone approaches and safeguards at small facilities are discussed. Plans for the introduction of new safeguards measures for 1997 and for a further evolution of the Criteria are presented.
