IAEA COUNTRY EVALUATIONS: A NEW METHOD FOR SYSTEMATICALLY ANALYZING INFORMATION TO DETECT UNDECLARED NUCLEAR ACTIVITIES

Abstract
The implementation of Programme 93+2 measures is starting to bring a larger and more diverse set of information to the IAEA for evaluation. This information includes that from open sources, environmental sampling, commercial satellite imagery, and expanded declarations. The need for handling an expanding set of information has been anticipated, and much preparatory work has been done to provide tools for evaluating information in order to detect potential inconsistencies in a State’s declaration. Now the Agency is beginning to actually evaluate real country information in a more formal and comprehensive manner than it has in the past. This paper describes the basic process for doing a country evaluation, and presents some ideas that may enhance the performance of these evaluations by the Agency.
