Abstract
This paper presents the results from a High Enriched Uranium Physical Inventory Exercise performed under a collaboration between the Commission of the European Communities (CEC) and the International Safeguards Project Office of the U.S. Dept. of Energy. The exercise was held in Ispra, Italy, during the 6th to the 17th of July 1987 with twelve participants, eight IAEA, and four Euratom safeguards inspectors. The participants working as independent teams of four, two IAEA and one Euratom, successfully carried out all activities of a PIV, including inventory stratification, preparation of sampling plans, nuclear material verification by NDA measurement techniques, and evaluation of the data, including MUF, D and their standard deviations. The instruments included IAEA and Euratom instruments based on neutron and gamma measurement techniques. The paper describes the course content and some discussion of what lessons have been learned for inspector training.
