Hazard Assessment and Mission Enhancement of Resources (HAMER)

Hazard Assessment and Mission Enhancement of Resources (HAMER)is a force protection tool being developed by Sandia National Laboratories for the Air Force Protection Battlelab. HAMER will allow a commander to make more informed risk management decisions based on mission, consequences, threat spectrum, vulnerabilities, constraints, available resources and cost benefits. The goal of the HAMER initiative is to prove that a risk analysis tool will allow a commander to make more informed force protection decisions. Current project activities call for the proof of concept demonstration of HAMER to be conducted sometime after July 1999. This paper will briefly describe the development of HAMER and its applicability to force protection, antiterrorism and otehr security areas.
