Abstract
This paper presents a candid, at times wry, look at the challenges confronting security management personnel contracting with the U.S. government to provide security and related support services. From the corporate decision to enter the \"Big Leagues\" via proposal submission, through commitments and required expertise necessary to achieve \"outstanding\" ratings, this paper is an overview of a broad spectrum of security related topics including: The proposal process, the first step; Oral review boards and \"Catch-22\" dilemmas; Contractual requirements vs. court orders; Personnel, the human factor; The carousel approach to fiscal accountability; and. Avoiding communication barriers.
