Abstract

Integrated Support Center for Nuclear Non-Proliferation and Nuclear Security (ISCN), established under JAEA in December 2010 as Japan's commitment at the first nuclear security summit in Washington DC, has been making international contributions through development of measurement and detection technology for nuclear material and nuclear forensic technology, and human resource development support since its establishment. In 2014, ISCN expanded its activities to include technical development related to safeguards, policy research, contribution to CTBT international verification system, activities to promote understanding of nuclear nonproliferation and nuclear security. JAEA is a research and development institute and has long experience and knowledge of implementing safeguards and physical protection for nuclear material and facilities as an operator. JAEA already had official cooperation arrangement with US DOE and EURATOM, and ISCN took advantage of such international partnership to provide efficient human resource development support. In addition, ISCN has been offering practical training using JAEA nuclear facilities. ISCN also developed Physical Protection Exercise Field and Virtual Reality system to increase the training effect. In combination of the above, ISCN aimed at supporting human resource development that can only be done by ISCN. In 9 years, ISCN conducted approximately 180 courses and 4,600 participants from 99 countries and 6 international organizations joined those courses. ISCN is also focusing on regional cooperation with COEs of China, SNSTC and Korea, INSA, and also actively involving in the regional initiatives such as ASEAN Center for Energy (ACE), Asia Pacific Safeguards Network (APSN), and Forum for Nuclear Cooperation in Asia (FNCA). Through these collaborations ISCN has achieved effective and efficient human resource development support. This report focuses on human resources development support projects related to nuclear nonproliferation and nuclear security, and describes the outcomes and good practices.
