Abstract
Since 1986 the NRC has made significant changes in requirements for both physical security and material control and accounting (MC&A), and additional upgrades are in the development stage. New measures currently being implemented include frequent tactical exercises by Category I licensees, vehicle barriers for protection against theft of SSNM (stemming from a corresponding change in the design basis threat for theft), and heavier armament and more demanding firearms qualifications. In the MC&A area new programs are being implemented to assure timely detection and resolution of an abrupt loss of five or more formula kilograms of SSNM. Programs under development include physical fitness standards and training for tactical response teams, augmenting compliance inspections with performance oriented assessments, re-instituting diversion path analyses (modified form), and periodic sponsorship of safeguards training seminars for licensees.
