Abstract
Many of the problems associated with the implementation and evaluation of IAEA safeguards are of an artificial, self-imposed nature resulting from overly rigid technical evaluation criteria. Fuel cycle considerations currently under discussion may offer the means of developing a more balanced, pragmatic approach to safeguards and avoid the contradiction of an eminently successful non-proliferation regime and a safeguarding authority which continually claims to be falling short of its goals.
