FINNISH SAFEGUARDS SUPPORT PROGRAMMES FOR UKRAINE AND THE BALTIC STATES

Abstract
Finland has safeguards support programmed for Ukraine and for the Baltic Countries Latvia, Lithuania and Estonia. Bilateral projects of the support programmed are implemented in close cooperation between experts from Finland and the recipient countries. The projects are coordinated with other donor countries and progress of the support tasks has been reviewed in meetings with the recipient countries, donor countries and the IAEA. The Finnish Safeguards Support Programmed have provided translated relevant Finnish regulations, guides and procedures to the recipient countries and organized consultations and meetings on these. A computerized nuclear material accounting and reporting system, based on a proven VVER application, has been modified and supplied to the Rovno npp in Ukraine. Nuclear material measurement capabilities of the Ukrainian SSAC have been enhanced in collaboration with other donor states. In physical protection area technical visits to the Finnish and Ukrainian nuclear facilities are planned to be performed. Tangible support consists of communication and office equipment and ofilce supplies for Ukraine and Latvia.
