Abstract
A framework is presented for assessing the effectiveness of employee monitoring programs for the prevention of insider adversary attempts. The framework is discussed in terms of four components of employee monitoring programs: training, monitoring, reporting, and evaluating. The role of behavioral criteria in employee monitoring programs is explored and an approach for improving program effectiveness is proposed.
