Abstract
As part of the ongoing DOE/RMTC \"National MPC&A Element\" under the U.S. DOE MPC&A Training Program and in order to provide a basis for training of Russian MPC&A specialists the Training Course \"Vulnerability Assessment Fundamentals\" was developed and later it was modified. The course involves general approach to vulnerability issue, physical protection and control and accounting aspects, tour to hypothetical Russian facility instead US one. Process of development required coordination between LLNL, SNL, PNNL and IPPE experts and instructors to bridge a gap between two parts of MPC&A Program to the vulnerability issue. The purpose of this paper is to discuss the approach to VA issues for training in Russia including the objectives and lessons learned at RMTC.
