Abstract
Portions of the suggested text of a safeguards chapter of an environmental impact statement for an independent spent fuel storage location are presented. Included are the reference sabotage events, the radiological and economic consequences of the reference events, the societal and biological impacts of a safeguards system in operation, and a benefit/cost analysis of the alternatives to the proposed safeguards system.
