ESTABLISHING A \"NORMAL OPERATIONAL LOSS\" FOR A RESEARCH AND DEVELOPMENT REACTOR

Abstract
In their Immediate Action Directive Number 7400-5, the U. S. Atomic Energy Commission established a means for reporting losses of SS materials which are essentially routine in nature and are due to the inherent nature of the operation. In this same Directive, the Commission states that \"Usually Field Office should, for each process under its jurisdiction, establish limits for 'Normal Operational Losses' and keep such limits and quantities charged to this category under close surveillance\". The problem for the AEC contractor, then, is one of examining which of his processes can have a \"Normal Operational Loss\", as defined in this Immediate Action Directive. Once these are determined, he must establish some technically sound limits for evaluating routine losses to determine if they are in fact \"normal\".
