Abstract
This papaer identifies the key elements of an effective physical security program including the management responsibility, long range planning, organization structure, project development, hardware and software selection, and independent audits are addressed. Additionally, the need for security plans, procedures, response force, hardware/manpower trade-offs, and maintenance support are reviewed. The paper is directed twoards personnel charged with the responsibility for developing, implementing, and maintaining an effective physical security program.
