ENHANCED TRAINING FOR STRENGTHENED SAFEGUARDS

Abstract
The transition to a strengthened international safeguards system is generating new skill demands and associated training requirements for IAEA inspectors. In response, the IAEA is developing training activities to ensure that inspectors have the capability to detect undeclared nuclear activities in States with comprehensive safeguards agreements, to detect the misuse of declared nuclear facilities and installations, and to manage the inspection process that allows such detection. This paper examines the changing role of the IAEA safeguards inspector and, then, reports selectively on several training responses for enhanced inspection capability - notably, the training on the nuclear fuel cycle and proliferation pathways, on enhanced observational capability, and on environmental monitoring for safeguards application.
