Abstract
Manpower is the most expensive single feature of a security system. In a climate of close scrutiny for government expenditures the management of manpower expenses is critical.The pivotal element in the equation for determining manpower requirements is a non-productive time. Non-productive time is paid man hours not used to accomplish work, such as vacation or sick leave, that incur costs in lost productivity or overtime required to fill vacancies. One course of non-productive time, often unrecognized, is training. This is due, in part, to semantics. Good training is necessary and is hardly \"non-productive.\" Never the less, an employee in training is not accomplishing work, lessening productivity or requiring a back filling of the vacancy.This paper will discuss alternatives explored by Kennedy Space Center Security for conducting economical training of the SWAT force while maintaining response capabilities.
